A sanitary district allows the County to bill/collect a uniform fee (improves compliance), may be mortgage-escrowed, can offer tiered rates for undeveloped lots, impact fees for builders, and access to disaster relief/surplus property. LFRPOA follows County §180-56.4 and permanently recommends disapproval. If a homeowner obtains a County Conditional Use Permit, LFRPOA requires a $2,500 annual fee. (By-Laws, Art. X §6)
A County zoning fee used for repairing subdivision roads, paid per the current Architectural Guidelines. Failure to pay may result in a lien at the lot owner’s expense. (By-Laws, Art. X §5)
Yes, with Association permission and subject to County/State ordinances. (Restrictive Covenants, §11)
Owners must maintain culverts entering their property. The Association retains the exclusive right to maintain Association-owned facilities (e.g., lake, dam, roads). (Restrictive Covenants, §6)
Roads and facilities are private for owners/guests only. No portion of a lot may be sold/used as a right-of-way to property outside the subdivision (except unsold Association lots or Association-built roads). (Restrictive Covenants, §§7–8)
Yes. New dwellings, outbuildings, and any improvements requiring a building permit must be approved by the Architectural Committee before work begins. The Committee may charge a reasonable administrative fee and set protective conditions. (Restrictive Covenants, §2)
A $10,000 emergency-only fund (e.g., damage to common property). At least 10% of road/facility fees are added annually until it reaches $10,000. Withdrawals require the approvals specified in the By-Laws; if used, it must be replenished. (By-Laws, Art. XI)
$50 per lot × 345 lots = $17,250 operating budget. Major lines include insurance, internet, accounting, legal (as needed), collections, capital improvements, and more. Projected FY25 funds: $55,174.92; Money Market Reserve: $26,946.51. (Budget 2025)
LFRPOA and Sanitary District fees are collected by Warren County (typically June/December). Fiscal year is Jan 1–Dec 31. Delinquencies accrue interest/penalties at Virginia tax rates; collection and legal costs may be added. (By-Laws, Art. X)
Warren County collects $345.00 per lot and .035 cents per $100 improved assessment per year to pay maintenance costs, as well as a $50.00 fee to run the corporation, half is collected in June and half in December when you receive your county tax bill. The fees are listed as Sanitary Fees. These fees are adjusted annually.
Members in good standing only. Voting rights are as defined in the Articles; one vote per lot with the required ownership interest. (By-Laws, Art. III–IV)
Minutes are the legal record. They must include date/place/time/type and attendance, and be posted within 30 days, then approved by motion/second/vote at a subsequent meeting and signed by appropriate Board members. (By-Laws, Art. VI §8)
The Board cannot levy special assessments on its own. Any special assessment requires approval by a majority of votes cast (in person or by mail) at a properly called meeting. (By-Laws, Art. V §7)
Pets must be under physical and/or vocal control at all times. Loose animals may be reported to the County Animal Warden at the owner’s expense. Licensing/vaccinations should follow County/State ordinances. (Rules 2025)
Yes, but only on roads/parking lots (not grass or around the lake). The operator must be 18+ with a valid driver’s license and is liable for any road damage. (Rules 2025)
No. Only non-motorized small craft (e.g., small rowboats, sailboats) are permitted on the lake. (Rules 2025)
Limited overnight parking for members is allowed in the lot by the mailboxes. If you’ll exceed 48 hours, email the Board. Any vehicle parked more than 7 days without permission—or unauthorized vehicles—may be towed (3-day notice tag prior to towing). (Rules 2025)
Speed limit on all common roads is 25 MPH. No parking in the bus turnaround by the lake; only in posted areas along the gravel road. Vehicles parked improperly are subject to towing. (Rules 2025)
May 1–Oct 31: midnight–5:00 a.m. • Nov 1–Apr 30: 10:00 p.m.–5:00 a.m. The curfew applies to the 15.5108 acres in Plat A (lake + surrounding common property). (Rules 2025)
